Planning and Prioritization

On an annual basis, school divisions have an opportunity to submit their top three (3) list of Major Capital funding requests, and top two (2) Minor Capital project funding requests to the Ministry of Education. Applications are supported by projected enrolment/utilization, facility condition, consultant reports, and where available, municipal development data. The Ministry uses this information to update the PreK to 12 request lists, which are a compilation of all projects requested provincially and reviewed once per year. This year's priorities will be used to allocate available capital funding in the 2025-2026 fiscal year.
 

Division Planning

The division approaches capital work in a planned way. The long term, Facilities Master Plan (three phases) was completed in 2019. They can be found here
 

Major Capital Requests (projects greater than $10M)

Each year, the division reviews the Facilities Master Plans and creates a Major Capital Request, listing our top three (3) priorities. Once the priorities are approved by the Board, submission is made to the Ministry of Education. Based on the programming, operational, and enrolment priorities listed above, our top three (3) Major Capital Requests for 2024-2025 are:
 
  • Grenfell Schools Consolidation
  • Lumsden Second Elementary School
  • Pilot Butte Second Elementary School
 

Minor Capital Requests (projects between $1M and $10M)

The Ministry introduced this program to provide options for projects that are beyond the normal scope of Preventative Maintenance and Renewal (PMR) and below the average size of Major Capital projects. The Ministry uses the following categories to evaluate project submissions: risk, health, safety, functionality, efficiency, and community contribution. Our top two Minor Capital Requests for 2024-2025 are:
 
  • Indian Head Elementary School
    • relocated administration office and work room with sightlines to exterior; ramp and elevator for accessibility; new servery near gymnasium. 
  • Robert Southey School
    • new gymnasium with dedicated fitness centre and change rooms, renovated PAA servery and Foods Space.
